The department operates and maintains the city’s power lines, sub-station, and power plant located at 925 2nd Ave.

Power outage at your home or business during normal business hours? If during business hours (8:00AM – 4:30PM) call the Utilities Office Manager at 507-427-2999 ext.6. If there is not an immediate answer, leave a voicemail and call Cottonwood County Dispatch at 507-831-1375 to report your outage.

Power outage at your home or business after normal business hours? If out of normal business hours (business hours are 8:00AM – 4:30PM), please call Cottonwood County Dispatch at 507-831-1375 to report your outage. There is no utility staff present out of business hours if City Hall is called.

For emergency situations (such as a fire, live wires on the ground, etc.), please call 911.

ADVERTISEMENT FOR BIDS

Mountain Lake Power Plant

Sealed Bids for furnishing the necessary labor, materials, and equipment for the construction of the Mountain Lake Power Plant. The project generally consists of construction of a new Power Plant, installation of diesel reciprocating gensets, and balance of plant equipment.

The Project includes, but not limited to, the following Work:

  • Construct Power Plant with cast-in-place concrete foundations, floor and substation slab, and precast building panel structure.
  • Install gensets, exhaust system, and radiators.
  • Construct fuel truck unloading containment.
  • Provide and install BOP civil, utility, structural, building mechanical, piping, electrical, instrumentation, and controls systems as described in the Bidding Documents.
  • Provide and install painting, insulation, and special coatings.
  • Provide and install office, conference room, storage room, utility room, bathrooms, and garage.
  • Manage, segregate, haul, and dispose of contaminated soils.
  • Construct site access including bituminous and concrete pavement.
  • Install and maintain erosion and sediment control.
  • Start-up and commission the entire constructed Project.
  • Install substation transformer, switchgear, grounding grids, and genset feeders.
  • Miscellaneous and incidental work as described in the Bidding Documents from Barr Engineering and Qualus.

A non-mandatory pre-bid conference will be held at 2:00pm local time on February 19, 2025 electronically over Microsoft Teams. Bidders may request a site visit to the Power Plant Site by contacting Michael Mueller at 507-427-2999 or mmueller@mountainlakemn.com.

Questions shall be submitted through QuestCDN by 2:00pm local time on February 26, 2025. Responses will be posted in the form of an addendum to QuestCDN.

Bids shall be submitted by 5:00pm local time on March 12, 2025. Bids will be opened and read publicly.

Bids shall be made on the forms attached to and made a part of the proposed contract documents, in conformance with the Instructions to Bidders, and Bids shall be addressed and submitted to:

Power Plant

Each Bid shall be accompanied by all forms listed in the Instructions to Bidders and a certified check or bid bond payable to the City of Mountain Lake in the amount of 5-percent, as a guarantee that Bidder will enter into an Agreement with Buyer, in accordance with the terms of the Project Manual, in the event that Bidder is selected by Buyer to furnish the Goods and Special Services.

No Bids may be withdrawn for a period of sixty (60) days from the date of opening of Bids. Buyer reserves the right to accept any Bid, or to reject any or all Bids.
